Utah Balance of State Continuum of Care is made up of 11 Local Homeless Councils serving 25 counties.

Local Homeless Councils (LHC) are key to the success of community wide homeless response systems. The BOS CoC relies heavily upon LHCs to oversee strategic planning efforts, review performance, and communicate to CoC staff and leadership. LHCs collaborate locally with consolidated planning efforts to end chronic homelessness and decrease overall homelessness.

Local Homeless Council Responsibilities
  • Hold local meetings (open to all stakeholders on at least a quarterly basis) to address local needs and strategic planning, including funding opportunities. LHCs will also address BOS CoC strategic planning priorities.
    Refer to the BOS LHC Invitation Letter template for an example letter to people/agencies of interest.
  • Conduct outreach into community to make sure LHC is represented and inclusive of all stakeholders
  • Appoint a Coordinated Entry lead to guide local efforts and participate in the CoC Coordinated Entry Workgroup
  • Appoint a Point-In-Time (PIT) Count lead to guide local efforts and participate in the CoC PIT Workgroup
  • Appoint a Domestic Violence representative to guide local efforts
  • Appoint a Board member to represent LHCC on the BOS CoC Board
  • Quarterly submit updated membership list and attendance to the Collaborative Applicant
  • Attend BOS Quarterly meetings and annual strategic planning meeting
