Salt Lake County is the Collaborative Applicant for the HUD CoC Grant.  This role involves coordination of project applications, project ranking and review, and the collaborative application.

Notice of Court Order

On Friday, August 7, 2026, the U.S. District Court for the District of Rhode Island in the related cases State of Washington, et al. v. HUD, et al., 1:26-cv-00439 (D.R.I.), and National Alliance to End Homelessness, et al. v. HUD, et al., 1:26-cv-00436 (D.R.I.), determined HUD’s issuance of its FY2026 Continuum of Care Competition and Youth Homeless Demonstration Program Grants Notice of Funding Opportunity (2026 CoC NOFO) violated the Administrative Procedure Act and vacated it. HUD is currently evaluating the order and considering all legal options, including appeal to the U.S. Court of Appeals for the First Circuit. Despite the order, HUD stands by the lawfulness of the 2026 CoC NOFO because HUD knows that Americans deserve and support commonsense homelessness solutions that restore recovery, self-sufficiency, and accountability for outcomes as set forth in the 2026 CoC NOFO.

Guidance for Current Applicants: 

Due to the court’s order, the 2026 CoC NOFO and its August 26, 2026 application submission deadline are no longer in force as HUD is unable to accept applications at this time. HUD will communicate further guidance and additional updates via the SNAPS Competition Listserv and HUD.gov as they become available.  A PDF copy of the 2026 CoC NOFO remains available for informational purposes on the CoC competition page on HUD.gov. Questions regarding the 2026 CoC NOFO may continue to be submitted to CoCNOFO@hud.gov.

On June 1, 2026, HUD announced the publication of the FY 2026 Continuum of Care Competition and YHDP Notice of Funding Opportunity (NOFO); CPD-2600-DC-0025.

The Continuum of Care (CoC) Program Competition occurs annually. Each Fiscal Year (FY) Competition process begins with Registration of CoCs by CoC designated Collaborative Applicants, followed by the CoC’s review of Grant Inventory Worksheets (GIW) and the release of the CoC Program Notice of Funding Opportunity (NOFO). Documents related to each process are listed below and additional Competition related materials are posted once the process opens and as documents become available. The FY Competition ends when the final funding announcement is announced by HUD.

FY2026 CoC Local Competition – Preliminary Ranking Results

The Salt Lake Valley Coalition to End Homelessness (SLVCEH) has completed its local review and ranking process for projects submitted through the FY2026 Continuum of Care (CoC) competition.

The preliminary ranking results are available below. These results reflect the Ranking Committee’s recommendations based on the requirements, priorities, scoring criteria, and funding assumptions in effect at the time of review.

Since the local competition began, a federal court has ordered HUD to vacate the FY2026 CoC Notice of Funding Opportunity (NOFO). As a result, the federal requirements and funding structure that will ultimately govern FY2026 CoC funding remain uncertain.

The rankings posted here are preliminary and do not constitute a final funding commitment. If HUD reinstates, modifies, replaces, or reissues the NOFO with materially different requirements, priorities, or funding parameters, SLVCEH may need to adjust project rankings or recommended funding amounts, request additional information from applicants, or reopen or reissue all or a portion of the local competition.

SLVCEH will provide additional information as federal guidance and the status of the FY2026 CoC competition become clearer.
