“Code blue event” means a weather event in which the National Weather Service predicts temperatures of 15 degrees Fahrenheit or less, including wind chill, or any other extreme weather conditions established in rules made by the Department of Health and Human Services under Subsection 35A-16-702(4), to occur in any county of the first, second, third, or fourth class for two hours or longer within the next 24 to 48 hours.

Homeless shelters, local government agencies, and related organizations are subject
to requirements in response to a Code Blue Alert

DHHS will notify critical partners via UNIS if their county is under a Code Blue Alert. The alert will provide guidance regarding those requirements and other resources as defined in Utah Code 35A-16-7 “Code Blue Alert”. A Code blue event is defined as conditions of 15 degrees Fahrenheit or less, including wind chill, or other extreme weather conditions predicted to impact a municipality within 24 to 48 hours. Code Blue monitoring takes place between October 15th through April 30th.

Notification Guidelines

1) Homeless shelters, 2) Local government entities, and 3) and other relevant public or private entities who are subject to requirements described in 35A-16-703.

UNIS registration: The Utah Notification and Information System (UNIS) is the Utah Department of Health Human Services (DHHS) official emergency response notification system. Notification methods include phone, email, and text message. Each user selects individual preferences and notifications will only be delivered via the method desired.
