Performance data drives Local Homeless Councils (LHCs) identification of systemic gaps, leading to effective strategies that address and ultimately eliminate homelessness within BOS communities.

Purpose of the Workgroup:

The purpose of the Utah Balance of State (BOS) Performance Evaluation (PE) workgroup is to support in strengthening Local Homeless Councils (LHCs) and agencies by analyzing System Performance Measures (SPMs) to pinpoint gaps and implement improvements. By fostering data sharing and strategic planning, we aim to empower partners to make informed decisions that cultivate sustainable solutions to homelessness. Through monitoring SPMs the PE workgroup is able to establish baselines for assessing program effectiveness and developing data-driven goals and initiatives that inform strategies to effectively address and end homelessness.

  • Review BOS SPMs 1 and 2-7 that OHS pulls on a regular basis. 
  • Discuss program effectiveness based on outcomes from SPMs and evaluate what improvements are needed.
  • Share SPM data and information from workgroups to LHCs to  discuss and strategize for improvements.
  • Identify best practices with data and bring in additional data sources beyond HMIS to inform the homeless service system (DV, Healthcare, criminal justice data)
