Vision

Through collaboration with community partners, legislative advocacy, and resource mobilization, the Balance of State (BOS) Systems Advocacy (SA) workgroup strives to develop solutions that reduce homelessness and improve quality of life across the BOS. 

Purpose of the Workgroup:

The Utah Balance of State (BOS) Systems Advocacy (SA) Workgroup is focused on supporting individuals and families experiencing homelessness or at risk of homelessness by amplifying their voices, meeting their needs, and addressing systemic challenges. Through coordinated advocacy, we advocate for their rights, share legislative information, secure resources, and build community partnerships to help them regain stability, access critical services, and achieve self-sufficiency.

  • Keep BOS LHC resources current and easily accessible to individuals seeking services.
  • Collaborate with both traditional and non-traditional providers to build partnerships that improve coordination and access to support for people experiencing homelessness across the BOS.
  • Educate the public and potential service providers about homelessness and the homeless response system.
  • Engage with the community to identify needs and explore advocacy opportunities to improve the system.

Structure of the Workgroup:

  • Membership structure
    • Number of members: 15-20 + OHS HSC Team Staff
    • Positions: Two Co-Chair & 2 OHS support staff 
    • Meeting frequency: Quarterly on the first month of the quarter on the first Friday 10-11am
  • Each LHC will designate one voting member to ensure effective decision-making. (REQUIRED)

Functions of the Workgroup:

  • Measurable Goals
    • Goal 1: Compile resources and update BOS LHC Resource page by end of April 2025. 
    • Goal 2: Education – FINALIZED IN MARCH
    • Goal 3: FINALIZED IN MARCH 
  • Data collection methods: Legislative, Policy changes, UHMIS, Coordinated Entry (CE)
  • Monitoring and Reporting: Bill tracking, working with UHN on Identification/ID project, 
  • Resources: Continuous updates of BOS LHC Resource Page, HUD, 
  • Education and Awareness: Educate workgroup and BOS on policy changes, resources, etc. 
  • Quarterly report to the UT 503 Executive Committee (TBD) and the UT 503 membership during all meetings
