The Continuum of Care (CoC) Program (24 CFR part 578) is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, states, and local governments to quickly rehouse homeless individuals, families, persons fleeing or attempting to flee domestic violence, dating violence, sexual assault, or stalking, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness. This Special NOFO to Address Unsheltered and Rural Homelessness (Special NOFO) is designed to provide new funds dedicated to serving highly vulnerable individuals and families with histories of unsheltered homelessness.

In accordance with the Housing and Urban Development (HUD) this Notice of Funding Opportunity (NOFO) that was released on June 22, 2022, the Utah Balance of State (BOS) Continuum of Care (CoC) has released a local funding opportunity to rank and review projects submitted for funding. This process involves the HUD granting system: eSnaps, and additional supplemental application documents created by the Utah Office of Homeless Services.

  • Wednesday, August 17, 2022 10:00 AM – 12:00 PM: Regular and Special NOFO RFP Training via Zoom for all interested parties
  • Wednesday, August 24, 2022: All parties intending to apply for Special NOFO funding must provide a Letter of Intent via email to lainemeyers@utah.gov
  • Monday, September 19, 2022 11:59 PM: All project applications, including all supplemental materials and eSnaps applications must be submitted. Supplemental materials must be emailed to lainemeyers@utah.gov
    • Note: All applications must be submitted for rank and review at least 30-days before the Consolidated Application deadline

  • Part I: Applicants must submit their project Supplemental Application and all other materials to BOS CoC staff via lainemeyers@utah.gov

      • *Note: There are different checklists for Special NOFO projects compared to Regular NOFO new projects
    • Organization’s most recent internal audit or single audit
    • Organization’s most recent HUD Monitoring Report (if applicable)
    • A copy of your organization’s non-profit certification or 501(3)(c) documentation (if you are not a current BOS CoC grantee)
  • Part II: Applicants must submit an application through eSnaps (HUD’s grant application software)
