The Continuum of Care (CoC) Program [24 CFR part 578] is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit organizations, state governments, local governments, instrumentalities of state and local governments, Indian Tribes, tribally designated housing entities, as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 [25 U.S.C. 4103], and public housing agencies, as such term is defined in 24 CFR 5.100, are eligible without limitation or exclusion, to quickly re-house homeless individuals, families, persons fleeing domestic violence, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless; and to optimize self-sufficiency among those experiencing homelessness.

The Notice of Funding Opportunities (NOFO) is a issued each year by the U.S. Department of Housing and Urban Development (HUD) to invite applications from eligible applicants for the CoC program and its purpose.

The Notice of Funding Opportunity (NOFO) for the Fiscal Year (FY) 2023 Continuum of Care Competition was released on July 5, 2023. The NOFO may be accessed on Grants.gov and on the Funding Opportunities page on HUD’s website. Additional resources are available on the Continuum of Care Program Competition page of HUD’s website. The Office of Homeless Services (OHS), Balance of State (BOS) Continuum of Care (CoC) support staff are the acting body for the Collaborative Applicant who coordinates the BOS CoC’s Consolidated Application (CoC Planning Grant, CoC Collaborative Application, CoC Priority Applications, and Project Applications).

The CoC Collaborative Application, CoC Priority Listing, and Project Applications are available in e-snaps. Collaborative Applicants and project applicants must access the applications to review, update, and enter required information for the application process.

The application process is comprised of two parts:

  • Part 1: Applicants must submit their project Supplemental Application and all other application materials to BOS CoC staff
    • Supplemental Application
    • A copy of applicant’s eLOCCs Report (renewal applicants only)
    • A copy of applicant’s Annual Performance Report (APR) [renewal applicants only]
    • Applicant’s most recent Internal Agency Audit/Single Audit
    • Applicant’s most recent HUD Monitoring Report (if applicable)
    • Applicant’s non-profit certification or 501(3)(c) documentation
    • Signed Housing First Certification
    • New Project HUD Project Threshold Checklist (new applicants only)
  • Part 2: Applicants must submit an application through eSnaps (HUD’s grant application software)
    • Please provide a PDF copy of your eSnaps application — Download application by selecting: “Export to PDF” on the gray, left panel of your application

OHS BOS CoC staff (the Collaborative Applicant) will send a request email via VIRTRU for applicants to upload all requested application materials.
