The UT 503 HUD CoC competition is organized into two phases for FY24-FY25. Please review the items below and begin your e-snaps application immediately as this your request for funding for this competition. Please review the attachments required for the supplemental application at this time.

Phase 1
- Project applications completed in e-snaps Monday, September 16, 2024 at 4:00 p.m.
- Project applicants must complete e-snaps applications to be considered for funding.
- Your completed e-snaps application sent to us is your “letter of intent” to apply.
- Submit a PDF copy of your e-snaps application to laineemeyers@utah.gov before Monday, September 16, 2024 at 5:00 p.m.
Phase 2
- Project supplemental application release – NOW OPEN Friday, September 13, 2024

- A Letter of Support from participating LHC that includes:
- Project Name
- Project Type
- A description of how the projects meets needs in your LHC service area
- Your demonstrated involvement in the LHC
- Signature of LHC Leadership or Designee
- A copy of applicant’s eLOCCs Report (renewal applicants only)
- A copy of applicant’s Annual Performance Report (APR) [renewal applicants only]
- Applicant’s most recent Internal Agency Audit/Single Audit
- Applicant’s most recent HUD Monitoring Report (if applicable)
- Applicant’s non-profit certification or 501(3)(c) documentation
- New Project HUD Project Threshold Checklist (new applicants only)

The e-snaps Ask A Question (AAQ) desk on HUD Exchange is no longer active. Questions about
e-snaps and the CoC Program NOFO must be submitted to the appropriate HUD.gov email address,
as follows:
- CoCNOFO@hud.gov for questions about the NOFO, competition, and applications.
- e-snaps@hud.gov for questions about e-snaps technical issues such as creating
an individual user profile, lockouts/password resets, requesting access to a CoC’s
or Project Applicant’s e-snaps account, navigating e-snaps, updating the Applicant
Profile, identifying the funding opportunity, creating a project, and accessing the
application on the “Submissions” screen. - In your email, please provide:
- The specific details regarding the issue you are encountering.
- The steps you have taken up to the point the issue occurs.
- Any error messages.
