(Last Updated 3/27/26 at 4:47 PM) The Salt Lake Valley Coalition to End Homelessness (SLVCEH), along with key stakeholders and service providers across Salt Lake County, is actively engaged in addressing the upcoming expiration of Winter Bed Flex this April. We are encouraged by the strong prioritization of this issue at the state’s Office of Homelessness (OHS), particularly with the recent appointment of State Homeless Coordinator Tyler Clancy.

Maintaining this expanded shelter capacity remains a top priority. We recognize the significant impact that the potential loss of 687 beds would have on our community. Encouragingly, OHS has already identified more than $1 million to support continued operations, and additional solutions are under active consideration. We are also grateful for the ongoing commitment of the partners who operate these winter overflow spaces and advocate for them each year.

While we will share further details as plans are finalized, we want to assure our community, partners, and those experiencing homelessness that we are working diligently to sustain these critical resources. Updates will be provided as soon as more definitive information becomes available.

Code Blue Details

What is a Code Blue Alert?

Code Blue Alerts were approved under Utah state law that became effective in 2023. The alerts are issued, by county, when temperatures in specific areas are expected to drop to 18 degrees (including the wind chill) for 2 hours or more during a 24-hour period. The alert allows shelters to relax and expand to give officials some flexibility to identify new locations to shield people who are experiencing homelessness from the cold.
