Our current timeline and opportunities for community engagement:
Dear SLVCEH Community,
As part of the Salt Lake Valley Coalition to End Homelessness (SLVCEH) strategic planning process, we are asking people from across the community to share their perspectives on what the Coalition’s priorities should be in the years ahead.
Pathway Group is leading the strategic planning process and have two ways to offer input:
1. A community-wide survey
2. A series of member focus groups
These conversations will help us better understand what is working well within the Coalition, identify challenges and gaps, and consider where SLVCEH should focus its efforts in the future. The feedback gathered will help inform the priorities and direction of the Coalition’s next strategic plan.
Community Strategic Planning Survey
You don’t need to be an expert in the Coalition or work directly in homeless services to participate. If your work, organization, or involvement in the community intersects with homelessness in some way, your perspective can help us think broadly about the Coalition’s role and priorities. Our survey is also anonymous to encourage honest feedback.
If you have a few minutes, we encourage you to complete the strategic planning survey.
Please don’t feel like you need to complete the entire survey. Even answering the questions that are most relevant to you is helpful. We are especially interested in hearing from a broad range of perspectives and experiences.
General Membership Strategic Plan Focus Groups:
In addition to the survey, Pathway Group is hosting a series of focus groups specifically for the community in place of the September of SLVCEH’s Core Function Group regular meetings.

Virtual Meeting

- Thursday, September 17 | 9:00–10:15 a.m.
Each focus group is limited to 14 participants to allow for meaningful discussion and participation. Participants may select the date and format that work best for them.
We hope to hear from members across all of the Coalition’s Core Function Groups and Task Groups, as well as a broad range of community stakeholders and partners. Your experience and perspective are important to understanding where SLVCEH is today and where the Coalition should go next.

What’s Next
Over the next several weeks, these conversations will gather perspectives from across the community and help shape the priorities and guiding principles of the Coalition’s next strategic plan.
Background
In May 2026, the Executive and Steering Committees announced a strategic recalibration process to update the coalition’s strategic direction. Our current strategic plan was developed in 2023 with three-year benchmarks, making this an important opportunity to assess our progress, identify emerging community needs, and prepare for 2027 and beyond.
Through this process, we aim to strengthen the Coalition’s effectiveness, better align our work with community needs, and position our Continuum of Care to successfully compete for and steward federal resources that support people experiencing homelessness.
How will the Coalition operate during this recalibration period?
We will continue:
- Executive and Steering Committee Meetings
- General Membership Meetings
- Collaboration among Utah’s 3 Continuums of Care
We will remain focused on:
- Maintaining compliance with federal HUD Continuum of Care (CoC) requirements
- Strengthening community alignment around clear, shared priorities
- Continuing our role as a community advocate and educator
- Develop a strategy that provides stability while remaining responsive to a changing policy and funding environment.
What will change during this recalibration period?
Regular Core Function Group meetings will pause during the spring and summer. Instead, these groups will participate in focused discussions with our consultants, providing subject-matter expertise and community perspectives that will directly inform the development of the new strategic plan.

Our Consultants
We have partnered with Pathway Group to guide the strategic plan process. Their work includes facilitating focus groups and conversations with the Executive and Steering Committees, Core Function Groups, Advisory Council members, organizational leaders, and other key stakeholders.
These conversations will hep identify shared priorities opportunities for improvement, and the principles that will guide the Coalition’s work moving forwward.
