The CoC Program (24 CFR part 578) is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit organizations, state governments, local governments, instrumentalities of state and local governments, Indian Tribes, tribally designated housing entities, as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 (25 U.S.C. 4103), and public housing agencies, as such term is defined in 24 CFR 5.100, are eligible without limitation or exclusion, to quickly re-house homeless individuals, families, persons fleeing domestic violence, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless; and to optimize self-sufficiency among those experiencing homelessness.

In accordance with the Housing and Urban Development (HUD) this Notice of Funding Opportunity (NOFO) that was released on August 1, 2022, the Utah Balance of State (BOS) Continuum of Care (CoC) has released a local funding opportunity to rank and review projects submitted for funding. This process involves the HUD granting system: eSnaps, and additional supplemental application documents created by the Utah Office of Homeless Services.

The application process is comprised of two parts:

  • Part I: Applicants must submit their project Supplemental Application and all other materials to BOS CoC staff via lainemeyers@utah.gov
    • Supplemental Application (Renewal Project or New Project)
    • Signed Housing First Certification
    • HUD New Project Threshold Checklist
      • *Note: There are different checklists for Regular NOFO new projects compared to Special NOFO projects
    • Organization’s most recent internal audit or single audit
    • Organization’s most recent HUD Monitoring Report (if applicable)
    • A copy of your organization’s non-profit certification or 501(3)(c) documentation (if you are not a current BOS CoC grantee)
      • *Note: “Eligible project applicants for the CoC Program Competition are found at 24 CFR 578.15 and in the Act and include nonprofit organizations, states, local governments, instrumentalities of state and local governments, Indian Tribes and TDHE (as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 (25 U.S.C. 4103) (TDHEs)).” (CoC NOFO, p.33 (V.3.b.))
