The Office of Homeless Services (OHS), Balance of State (BOS) Continuum of Care (CoC) Collaborative Applicant is the acting body who coordinates the BOS CoC’s Consolidated Application (CoC Planning Grant, CoC Collaborative Application, CoC Priority Applications, and Project Applications).
FY26 CoC & YHDP HUD NOFO Competition Announcement: POSTED – 6/02/2026
The Department of Housing and Urban Development (HUD) published the FY26 Continuum of Care (CoC) and Youth Homelessness Demonstration Program (YHDP) grants Notice of Funding Opportunity (NOFO) on June 1st, 2026. Please see the announcement below:
- On June 1, 2026, HUD announced the publication of the FY 2026 Continuum of Care Competition and YHDP Notice of Funding Opportunity (NOFO); CPD-2600-DC-0025.
- The Continuum of Care (CoC) Program Competition occurs annually. Each Fiscal Year (FY) Competition process begins with Registration of CoCs by CoC designated Collaborative Applicants, followed by the CoC’s review of Grant Inventory Worksheets (GIW) and the release of the CoC Program Notice of Funding Opportunity (NOFO). Documents related to each process are listed below and additional Competition related materials are posted once the process opens and as documents become available. The FY Competition ends when the final funding announcement is announced by HUD.

The UT-503 HUD CoC competition is organized into two phases for FY26:
- Phase 1: Project Applications completed in e-snaps
- All New and Renewal Project Applicants must complete an e-snaps applications, as this is your official request for funding.
- HUD will send out a listserv notice when e-snaps has posted the application.
- If you have not created an e-snaps profile and plan to apply for funding please create a user profile ASAP.
- Phase 2: Project Supplemental Applications
- UT-503 CoC Project Supplemental Applications will be released before the end of June.
- We will be sending out emails once these materials are released, and updated information will be posted on this webpage.

- The final due date for the HUD CoC Consolidated Application is August 26, 2026. The UT-503 will be submitting the CoC application to HUD by Tuesday August 18th, 2026.
NOTE ON ELIBLE PROJECT TYPE – NEW & RENEWAL:
- NEW PROJECT – Funding for new projects is contingent upon the availability of FY26 NOFO funding opportunities, including CoC Bonus, Domestic Violence (DV) Bonus, and the reallocation of eligible unspent renewal grant funding, or voluntary reallocation to support new project development.
- NEW PROJECT – TRANSITION GRANT: A Transition Grant allows an existing CoC-funded renewal project to convert from one eligible project component to another (for example Rapid Re-Housing to Transitional Housing). HUD provides a one-year transition period to wind down the original project and fully implement the new component, and the project must be renewed under the new component in the next CoC Program Competition.
- NEW PROJECT – REALLOCATION: A New Project through Reallocation uses all or part of an existing renewal grant to create a different project, reducing or eliminating the original renewal project with no transition period. The new project is expected to begin operating under its approved design once funded and will renew as the newly created project.

- If you are aware or suspect that the Collaborative Applicant or project applicant for your CoC is not currently receiving these listserv messages, please forward the following link so the Collaborative Applicant or project applicant can register to receive listserv messages as this is the only form HUD uses to communicate CoC Program information to the public:

- SNAPS Program Information, general information regarding SNAPS programs.

or Project Applicant’s e-snaps account, navigating e-snaps, updating the Applicant
Profile, identifying the funding opportunity, creating a project, and accessing the
